Promoting Social Accountability

Together with the launch of the Grassroots Democracy Decree (GRDD) in Viet Nam, the Government has created favourable conditions for people’s participation. However, poverty, inequality, and lack of opportunities still remain among the poor and ethnic minorities in rural areas, making participation difficult.

Oxfam believes that the development process should be informed by the realities of people’s lives – both men and women – so that plans reflect their needs and rights. Oxfam is supporting civil society groups to become effective representatives of people, particularly ethnic minorities, in the planning, implementation, and monitoring of the Government’s development strategies. We are working with the Government and People’s Council deputies to develop and strengthen good governance. Oxfam also provides support in capacity building to strengthen their skills in strategic planning, participatory planning, programme and policy development, needs assessments, and monitoring to benefit poor and ethnic minority men and women.

We support partners to organise workshops and meetings to work with villagers to raise awareness for local people on their rights and responsibilities in planning, implementing and monitoring the processes of key development issues. Oxfam and its partners analyse the Government’s poverty reduction policies and programmes to provide inputs to the planning process and policy monitoring.
